PROFILE OF THE CHAIRMAN OF ACSA
ACSA CHAIRPERSON General Cumbe, Jeremias Armando, Mozambican national, married, born in 1959 in the South Province in Gaza, is a Deputy Commissioner of Police and he has recently been appointed the Director General of Mozambique National Penitentiary Service. Post-Graduated in Corporate Law General Cumbe is also graduated in Police Education by the High Institute Eliseu Reis Rodrigues in Cuba.
He has a vast experience in policing with 38 years active and continued Police Service, and 12 years as an expert lecturer in Police, Criminal Analysis, Criminal Investigation and Civil Protection.
He is the former Director of Operations of the General Command of Police (PRM), responsible for planning and execution of operational activities, operational planning and control of missions, among others.
General Cumbe has also been involved in several international fora such as:

  • 2004 – 2011 – Participation in several meetings of SARPCO experts, with particular emphasis on those focused on analyzing the threats of organized crime in our region.
  • 2010 – 2013 Participation in the CPLP Police Chiefs Meetings in Maputo, Luanda, Dili and São Tomé, as well as work visits to the Republic of Angola, Brazil and Portugal within the framework of the chairmanship of the CPLP leadership by Mozambique;
  • 2012 – Participation in the Meetings of the Task Teams on Review of the Implementation of the United Nations Convention against Transnational Organized Crime and Related Protocols and the Review of the Minimum Rules for the Treatment of Prisoners, held at UNODC Headquarters, Vienna, Republic of Austria.
  • 2013 – Participation in the 3rd Meeting of Heads of Organizations and Police Agencies of the Organization for Islamic Cooperation, held in Istanbul, Turkey, as an opportunity to share the progress of cooperation in the field of Police Agencies and Public Security Organizations in the community and beyond;
  • 2012- 2015 – Participation in various events in the framework of the United Nations Contact Task Team on Piracy on the Coast of Somalia and participated in more than 6 regular meetings of this Team and Specialized Task Team in New York, Washington DC, Adis Ababa and Dubai , respectively. It should be noted that the UN Deputy Secretary-General for Political Affairs coordinates these events;
